ABSTRACT Implementation of regional autonomy in Indonesia based on Law No. 22/1999 and Law No. 25/1999 has opened up opportunities in research to applied agency theory of public budgeting. Legislature is the principal executive and agent for the voters (voters). Asymmetry of information between the executive and the legislature be not very meaningful when using discretionary powernya legislature in budgeting. These results indicate that (1) the legislature as an agent of opportunistic voters behave in the budget process, (2) the amount of PAD had no effect on opportunistic behavior of the legislature, and (3) budget is used as a means to political corruption.
