    Abstract

    Human Development Index is a composit index which is included three basicly points of human development. These are education, health and economic index.The average of school enrollment, illeteracy rate, and purchasing power parity are the indicators being used to count each index.The aim of this study is to analyze do the the government expenditure in education, government expenditure in health and the number of poor people determine the Human Dwevelopment Index in Central Java Province . The datas being used in this study are secondary data taken from 2007 – 2009. By using the data panel model this study shown that government expenditure in education, has a significantly influence to the Human Development Index, and so do the government expenditure in health and the number of poor people.The coeficient of each variables show that thought it has a significantly influence but the number is too low, it means that there has not optimalization in using and alocating the budget yet.
