Abstract
As the fourth largest countries in the world, China suffered some natural disasters. Cost billion of Yuan and million of lives, disaster swept China in all form but volcanoes. Government managed so hard to cope with the situation, mean while NGO try to take a part on every action. Differ than any other countries in the world, China still run a socialist system with one political party on power. It is also mean that all of social life is managed by the government. NGO as a private actor has to hold its position backward, as to say it much different than NGO’s role at the rest of the world. Government of China regards NGO as people’s organization and it has to be directed, while NGO try all the way to maintain its autonomy and negotiate with the rulers.
